Hmm, the solution for your problem exists, mission in lowsec.
Reasons why this is a good idea
1)it will encourage you to play with other living breathing people for protection and comeraderie 2)it will give you greater rewards as lowsec missions tend to be much higher Quality and higher lvl of space 3)if any ne'r do well noob ship comes into your lowsec or 0.0 mission you are able to and encouraged to belt the living daylights out of him.
Basically your problem here isn't the guy coming into your mission and interacting with you (this is an MMO after all) its the unrealistically competant actions of concord.
Pls change thread to 'ban concord' as they dissuade from teamplay and co-operation, rewards those doing unjust things, don't stop ganking or macro mining and are generally too big for their boots.

I think these guys stealing your lewts are actually 0.0 or lowsec folk (or maybe even other mission runner in the same system as you) who are bored with the monotony of their career in eve, and fancy taking that out on someone else.
All I know if that for what you seem to be saying I think you would love lowsec missioning, (perhaps in Ziriert with CVA friendly factions)
It would seem to solve your problem entirely and without having to effect the game in any way.
After all every patch or code change to eve is a big undertakeing and we all know there are a few bugs pop up from time to time.

I don't get why wrecks belong to anyone anyways, unless you say they do by force.
In truth the only guy who deserves the salvage is the one you blew up (in the case of missions the blood raiders or guristas)
If you blow up a ship on the high seas i'm pretty sure folks wouldn't avoid the wreck as you'd blown it up =/
I know rl analogies dont work with eve, but the keep what you kill rule doesnt apply irl or in eve.
In truth wrecks should belong to whoever exploded (incl loots) (ban highsec and all your problems will melt away)
